Signs of a Hidden Leak

What the City's Water Services By-law Says About Leaks

The City of Johannesburg's Water Services By-law, 2004 puts leaks on the owner's side of the meter on the owner.

SectionWhat it says
s38(1)An owner must provide and maintain the water installation at their own cost.
s45(1)(b)No consumer may permit pipes or water fittings in a water installation to leak.
s45(2)An owner must repair or replace any part of the installation that causes, or is likely to cause, a leak.
s34A consumer is not entitled to a reduction of the amount payable for water wasted or lost in a water installation.
s87A consumer may get a reduction in the sewer quantity for an undetected leak, if the Council is satisfied the water did not go into the sewer.

Section 87(4) calculates the water lost as the consumption over the leak period, less average consumption over the three months after the repair. A dated repair invoice and before-and-after meter readings support that application.

Burst Pipes and Leaking Toilets

A burst pipe is found by the water. A leaking toilet is found by the meter. The fixes differ:

Section 37 of the by-law does not reserve the repair or replacement of an existing pipe or fitting for a qualified plumber, but it does reserve other installation work, such as a new pipe run, for one. Ask the quote to name who does that work.

Water Restrictions and Leaks in 2026–27

Johannesburg Water's Level 1 water restrictions run from 1 September 2026 to 31 March 2027. Watering gardens and filling swimming pools are prohibited between 06:00 and 18:00, and washing paved areas and driveways with hosepipes is not permitted. The same notice lists fixing leaking taps, toilets and pipes among the habits it asks of residents, and says a running tap can waste up to 6 litres of water a minute.

After the Leak Is Found

Water that escaped into a ceiling is repaired under ceiling repairs and installation; tiles lifted to reach a pipe are relaid to match where the tile is still available. To book a leak survey, request a quote.

Johannesburg Home Repairs: Questions Homeowners Ask

How much does leak detection cost in Johannesburg?

A 2026 Johannesburg leak detection guide puts a basic visual inspection and meter test at R800 to R1,500, acoustic detection at R1,500 to R3,500 and thermal imaging at R2,000 to R4,000. A 2025 national guide says a standard leak detection service in Johannesburg costs R1,200 to R3,500.

How do I check for a leak with my water meter?

Close every tap and switch off anything that uses water, then read the meter and read it again after an hour or two. If the meter has moved, water is escaping somewhere on the property.

Will the City reduce my bill for water lost through a leak?

Not for the water itself. Section 34 of the City of Johannesburg's Water Services By-law says a consumer is not entitled to a reduction for water wasted or lost in a water installation. Section 87 allows a reduction in the sewer quantity for an undetected leak, if the consumer shows the water did not go into the sewer.

Who is responsible for a leak on my property?

The owner. Section 38(1) of the City's Water Services By-law says an owner must provide and maintain the water installation at their own cost, and section 45(2) says the owner must repair any part that causes or is likely to cause a leak.

Is a leaking toilet worth fixing quickly?

Yes. A cistern that runs into the pan wastes water around the clock. Johannesburg Water's Level 1 notice lists fixing leaking taps, toilets and pipes among the habits that save water, and notes a running tap can waste up to 6 litres a minute.

What happens after the leak is found?

The pipe is exposed at the marked point, repaired or re-routed, pressure-tested and the tiles, plaster or ceiling made good. Each step is a separate line on the quote.
